bdfb1bddff tell "make syntax-check" that examples/to-xml.c is exempt from some tests 
* .x-sc_prohibit_strcmp: Exempt examples/to-xml.c.
* .x-sc_prohibit_strcmp_and_strncmp: Likewise.
