Richard W.M. Jones c56c6e9010 python: Fix python sdist.
Since commit 83e92b4a97, utils.c
includes "ignore-value.h".  We copy utils.c into the python sdist
tarball, but it didn't not compile because of the missing header file.
Therefore we need to copy the header in too.
