Cole Robinson 19033cf2f1 tests: python: drop skipUnlessLibvirtHasCPointer

This was added in 2014, we can safely depend on it being available
now. Existing tests will ensure it doesn't regress

To run a single test, run a command like this in the python/
directory:

  ../run python -m unittest discover -v t test820RHBZ912499.py
